It was almost as if, in his mind that by assuring me the order/item was &#8220;in process&#8221; he seemed to solving the problem! While there were instances where everyone involved was extremely busy where certain things were genuinely overlooked, much of the time, this seemed to be an autonomic &#8221;white lie&#8221; response &#8211; one conditioned into the brain over the many years: don&#8217;t think &#8211; just give the &#8220;right&#8221; answer. Maybe its a problem with different ethical systems? [...]</description>

But there are some genuine manufacturers who make equipments of Power Plants , Nuclear plants which are being exported out of China...to Europe, USA ( ?) so the choice is of the buyer how he selects the vendors &amp; keeps tab. Price should not be the only criteria for any business  with China. Constant monitoring of material quality right from main raw material to finished end is must. China is still learning in this aspect ..i think too much greed is brewing there &amp; one day it will explode..as haves &amp; have not gap is increasing day by day ..but on one side u will see all population is focused for growth..but at the ccost of quality??</description>

Yes, there are different ethical standards in the &quot;West&quot; and in China.  And yes, I agree that FAR too many westerners jump right in to the ethical gray areas if they think they can save a buck.
This is not meant as Chinese critique, but rather a heads up--the environment really is different over here.
